For existing fixed or permanently mounted ladders that extend 24 feet above a lower level osha developed a timeline to phase out the use of ladder cages as a means of fall protection.

For existing ladders within two years employers must install a cage well ladder safety system or personal fall arrest system on fixed ladders that do not have any fall protection.

Cages are not permissible as a means of fall protection for new fixed ladders erected on or after november 19 2018 as a personal fall arrest or a ladder safety system must be installed in accordance with 1910 28 b 9 i b.
29 cfr 1926 1053 a 19 states that fall protection must be provided whenever the length of climb on a fixed ladder equals or exceeds 24 feet.
For new fixed ladders erected on or after november 19 2018 the employer must equip the ladder with a ladder safety or personal fall arrest system 1910 28 b 9 i b for ladder repairs and replacements when an employer replaces any portion of a fixed ladder the replacement must be equipped with a ladder safety or personal fall arrest.
